How would this help? If you remove provisioned AppX packages at the image building level, then by default all users who login to that image after will be missing all of those apps under each of their profiles (as they are no longer present to be "provisioned" for profile creation). As a general rule, if someone has flair, they almost definitely know what they're talking about.
